The aforementioned fact also plays a large role in why this is even practical at all if they had to check all 2^64 seeds (half of them on average) it would have taken half a million hours instead of just 8 (IMO, they really should replace Java's Random with a 64 bit RNG it even already uses a custom RNG in the biome generator. Even then, there will likely be several results which will have to be manually verified but enough locations will keep the number to a minimum). One caveat is that most worldgen use Java's Random, which only uses the lower 48 bits of the seed, while the biome generator uses all 64 bits, so after finding a match you'd need to check up to 65536 seeds for the biome (both checks could be combined but it would probably be best to run them separately since the location check will need to run over far more seeds, up to 281 trillion, so it should be as fast as possible.
This has been done before they said it took 8 hours on an "average" GPU (as of 4 years ago), and using structures with simpler spawning rules, like mineshafts (harder to find though), would make it even faster (all mineshafts do is check if a random double value is less than 0.004 (prior to 1.13 it also checked if a random value from 0-79 was less than the absolute value of the chunk coordinates, but this only needs to be called 1/250 of the time) for comparison, villages/temples/etc use a more complicated algorithm which divides the world into regions with a random location within each region chosen, and is likely several times slower).
